A skincare sample may feel right while the bottle, dispenser and development responsibilities remain undecided. For a retailer creating its own range, those decisions belong in the same conversation. That is a useful way to approach PLF Global Private Label Products Asia 2026, then decide whether a meeting with a Shanghai cosmetics manufacturer would move the project forward.
PLF takes place 3–5 December 2026 at Shanghai New International Expo Centre. It covers retailer-owned products across food, household and personal care, with design and packaging among its supporting categories. A skincare buyer need not turn that broad offer into a full-category tour. The more useful connection is between a defined retail product and a manufacturer able to discuss its development.
Arrive with one product decision to make
Choose the product you want the meetings to advance: its intended use, retail channel, target sales market and approximate order scale. Include any packaging choice already made. These are practical starting points rather than a final technical specification; COSMAX’s own commercial-inquiry form asks for sales region, product type, production quantity, brand and channel.
At PLF, distinguish a product that could join your range largely as offered from one that needs a new formulation, a different container or a broader development programme. Ask which part of the proposal is available for sampling now and which part requires further work. This helps prevent a pleasing sample from becoming an assumed commitment to a different finished product.
If you already have a bottle or dispenser supplier, bring the reference and available technical information. If you do not, say whether you want the cosmetics manufacturer to propose packaging as well as the formula. The useful outcome of the fair conversation is a clear division of work, not a collection of unrelated formula and packaging quotations.
Discuss the formula and its packaging together
COSMAX’s published ODM process connects formulation development with packaging appearance, function and compatibility testing, followed by pilot work and production. For a buyer, this makes the relationship between the formula and container a concrete subject for a development meeting. It does not show that a proposed combination has already been assessed.
Bring the sample reference and the intended pack together. Ask what information the development team needs to evaluate that combination, what can remain unchanged and what needs a new sample. If a dispenser, bottle material or pack size is still undecided, identify the alternative rather than treating it as interchangeable with the sample on the table.
Clarify who selects and purchases the packaging, who coordinates its evaluation with the formula and who approves the next sample on your side. Ask how a change after that approval would be handled. A retailer can then compare development proposals on the same basis: which finished configuration is being considered, what work remains and when the next review can take place. An indicative quotation becomes more useful when that scope is visible.
Add Fengxian only for a meeting that advances the brief
COSMAX is a specific Shanghai appointment candidate, not a confirmed PLF exhibitor visit. Its official contact page identifies a skincare factory at 1568 Chenqiao Road in Shanghai’s Industrial Comprehensive Development Zone, Fengxian. The same page separately lists its headquarters and makeup/mask factory at 529 Xiaonan Road. Ask the company which team and location suit the proposed skincare discussion before planning the journey.
Send the brief, sample references and unresolved packaging questions in advance. Request a meeting with the people responsible for that development work, and confirm whether samples or packaging components can be reviewed there. A named factory address does not mean a production tour is available; agree any site access separately. The value may simply be a focused product-development conversation with the right team.
Allow a dedicated half-day for a confirmed Fengxian meeting, with the transfer planned from your actual starting point in Shanghai. Do not squeeze it between unrelated appointments at SNIEC. During the three-day fair, keep the supplier meetings that matter to your shortlist; place the local visit around them only when its expected result justifies the time away. If the team or samples are unavailable, continue remotely and arrange the visit when the project is ready for it.
Before leaving, agree the next sample configuration, the information each side must provide and the person who will review the result. Use the organiser’s current visitor route for PLF admission and confirm manufacturer arrangements independently. The trip should leave one workable skincare-development brief shared by the buyer and manufacturer, with the formula and pack moving forward together.
